PIRACY LAW: BUTTIGLIONE, IT WORKS, PIRACY DOWN 30PCT
(AGI) - Rome, Italy, June 7 - Cultural Heritage Minister Rocco Buttiglione has praised the positive effects brought about by the anti-piracy law, which has led to a 30pct decrease in online piracy and counterfeiting offences. "If anything," Mr Buttiglione noted, "it's now a matter of enforcing existing norms better." Speaking at the World Intellectual Property Day, Mr Buttiglione indicated several measures which can help reduce online piracy cases further. He mentioned a better development of e-trade, promoting campaigns aimed at raising the public's awareness that products purchased on the web are products in their own right and must therefore be purchased, scaling sanctions by distinguishing between regular offenders and occasional ones. He said that "not always does restriction prove to be the best solution. Very often, it makes those who pass them extremely unpopular and raises solidarity among offenders. It is important, he continued, "that the younger generations are behind us. We must not impose excessively strict sanctions. They wouldn't be understood." Mr Buttiglione also mentioned EU initiatives against online piracy, and privacy issues, which are strictly related with investigation strategies. "You can't expect to surf the internet without leaving a mark," he said. "We must ask ourselves where we must draw the line between investigating on where people surf and interfering with their privacy. We're working on this. But we need a public debate." Online piracy, he added, is a global issue. Therefore, "it has to be tackled at global level. You can't think in terms of sovreign states as was the case in the 19th century. We live in a globalised world," which, however, "needs a more effective EU. The unsatisfaction shown by many countries with the Union is understandable, as the Union is still a virtual institution."
